There was an interesting article on p.4 of the July 2009 CILIP Update concerning WIPO, VIP's written by Paul Pedley of KWTL. KWTL (Keeping Within the Law) is of course the well known librarians resource that keeps subscribers up to date with legal matters affecting library and information services. VIP's are Visually Imparied People and WIPO is the World Intellectual Property Organisation. The article lays down clear definitions of a 'Visually impaired person' and explains that in many cases it is legal to make a single copy of a resource or even multiple copies for the exclusive use of visually impaired people, but there are certain conditions and exceptions. the article cites as its sources the Publisher's Association 'VIP guidelines for publishers' and Judith Sullivan's Study on Copyright limitations and exceptions for the visually impaired (WIPO, 2008)
